Born January 31, 1959, Crow name, “Shikiak-itche” which means “Good Boy.” Cedric represents the Lodge Grass “Valley of the Chiefs” district as a Pipe Carrier; a member of the Whistling Water clan and child of the Big Lodge/Newly Made Lodge clan.

Cedric and his wife Audrey (Toineeta) Black Eagle currently reside in Lodge Grass off of Grey Blanket road below the Wolf Teeth Mountains . Together they have four sons; Randall; Dylan; Aubrey and Levi and daughter-in-laws; Lucinda and Brocade, along with their 11 grandchildren.

Cedric is the son of Hartford Sr. “Sonny” and Mary (Walks Over Ice) Black Eagle. His brothers are; Hartford , Jr. (Dinah); LaGrant (Bertha); Bradford and his sisters are; Mary Ruth (Danny); Marilyn; Tina (Alvin) and Kathleen.  The Black Eagle family recently had the honor of adopting President Barack Obama into the family as well as becoming a member of the Crow Nation.

Cedric grew up and attended schools in Lodge Grass where he received his high school diploma in 1978. He attended Little Big Horn College. His employment history includes the following; Westmoreland Resources as a Mining Cartographer-Geologic, Hydrologic, Ecologic and Mining Engineering. Apsaalooke Nation Housing Authority as Residential Electrician, Development Coordinator and Executive Director. During his term as Executive Director, he earned his designation from the National Indian Housing Council as a Certified NAIHC Housing Manager. Subsequent to leaving the Apsaalooke Nation Housing Authority, he worked for the Montana Fair Housing as a Housing Specialist for the Billings/Missoula area. In his employment with MFH, he participated and was a trainer for Investigating Housing Discrimination. He later joined Colstrip Electric as an Electrician. Again, he was recruited to participate in a National Department of Housing and Urban Development Case Study on Discrimination against Native American people.  He is also a Board member of the Montana Wilderness Association of the Billings Chapter and Chairman and member of the Lodge Grass Public Schools Future Building Needs Committee.

Cedric strongly believes in the foundation of the Crow traditional values and customs which significantly impact Crow family values. He believes these have evolved from his grandparents down to his own grandchildren. He currently practices and teaches his own family in preservation of the Crow way of life. He is the Pipe Keeper for the Valley of the Chiefs, Lodge Grass District; Owner of the Sacred Tail Feather’s; member of the Night Hawk Society; member of the Native American Church ; participates in Crow Sundance and Crow Sweat Lodge. Because he believes Crow Politics tie into his Crow traditional family values and future economic visions, he can make the crucial decisions which will benefit the current and future generations of the Apsaalooke. Cedric has expressed his genuine and strong commitment to assisting and working collectively with his Secretary Scott Russell and Vice-Secretary Darrin Old Coyote for the term as they share similar ideals which correlate the same vision and plan together as a team.
